To Make Rome Open City
LONDON, December 19. Negotiations through the Vatican between Italy, Britain and America to make Rome an open city are believed to be nearing completion, says the “Standard’s” Berne correspondent. London and Washington are stated to have agreed in principle but have demanded additional guarantees such as the withdrawal from Rome of military missions, Mussolini, King Victor Emmanuel, Members of Cabinet and staffs of war industries, petrol and other stores. The Pope, according to Vatican sources, has personally instructed the mediators throughout the negotiations.
