Ominous Jap. Troopship Movements

(Rec. 1.30 p.m.) LONDON. Nov. 13. The Chinese army spokesman at Chungking stated that military intelligence reports indicated large-scale Japanese troop movements at sea. Great numbers of warships and transports were being manned off the coast of northern Indo-China. About 100 transports and 140 Japanese warships were at Hoihow. Hainan Island, and scores of other warships were off Kwantung. The Director-General of the British Ministry for Information in Malaya (Mr. Victor Purcell) informed the Press that Britain would offer the United States unrestricted use cf naval bases and facilities at Singapore in the event of war with Japan.
