Town Clerk Libelled By Bookmarks
The proprietor of a circulating library at Dovercourt, John Elliott, was alleged at Chelmsford Assizes to have put a libellous bookmarker into every book he passed to his customers. George Frederick Congdon, town clerk of Harwich, was granted an injunction restraining Elliott from repeating publication, and was awarded £IOO damages with costs. Mr. Harold Brown, for Mr. Congdon, said that, in effect, the statement complained of alleged that Mr. Congdon was unfit for the office of town clerk, that he Was corrupt, and that he evaded service in the Royal Navy by making false statements. Mr. Congdon was in the accountants’ branch of the Royal Navy for 20 years, and when called up for medical examination on the outbreak of war he was discharged as unfit.
