Proclamation. —King Haakon of Norway has issued the following proclamation, states a message from London: “We still occupy strong positions from which, with the help now being planned, we shall reconquer the rest of Norway. The Germans in Norway .are not practising war, but murder and arson. Every house destroyed and every assassination of defenceless citizens strengthens our people in their resolution to throw out the invaders.”
Sinking.—A Stockholm report says a British submarine sank the Swedish steamer Monark (1800 tons), which was in German hands, outside Stavanger yesterday. The Monark left Bergen for Stavanger last Saturday. The submarine took off five of the German prize crew as prisoners, and gave the Swedish crew 15 minutes to enter the lifeboats. Alert.—The German Embassy in Washington issued the following statement: “Berlin is on the alert for a surprise attack by the Allies elsewhere than in the Balkans, to which the presence of the British Fleet in the Mediterranean has tended to divert attention.” Gold. —A message from Bucharest states that Cabinet has seized the Polish gold deposited in the Rumanian national bank. The decree says the gold will be applied to the Polish debt to Rumania, also to the upkeep of Polish refugees.
