Want Subs. Barred From American Waters
RIO DE JANIERO, February 8. The Inter-American Neutrality Committee has recommended the American Republics to bar belligerent submarines from their territorial waters, except if they are in need of refuge because of the stress of weather, if they urgently need repairs or for humanitarian reasons. The recommendation adds that if submarines are permitted entry, they must navigate on the surface, showing their flag.
