Canada Has Yet to Declare War
OTTAWA, September 4. No official pronouncement has been made regarding Canada’s technical /status in the war, but it is believed that aggressive action, like the capturing or attacking of a German ship, will be taken only after the formal declaration of war. It is assumed that Canada’s only war efforts will be defensive until then. The Government’s declared policy is that Parliament shall decide whether it is to be peace or war. It will seek authority to give the most effective co-pperation. with Britain immediately Parliament meets. The Conservative Opposition caucus will meet on September 5 to discuss the extent of Canada’s participation. It is expected to support the Government in its policy of vigorous cooperation with Britain. Labour Pledges Resistance, The secretary, Mr Robert Tnllon, has re-pledged the Trades and Labour Congress to resist to the fullest extent further encroachment on the democracies. It is officially stated that the provinces most likley to be endangered by air attacks are co-operating in defences.
St. John's, Newfoundland, staged a partial blackout, and is making basements gas-proof and bomb proof. The schools have closed indefinitely.
