Malta’s New Constitution
(Received noon). LONDON. July 29. Mi' Malcolm MacDonald, Colonial Secretary, announced that a new Constitution for Malta would be submitted to the King in the form of Letters Patent. There was no question of restoring responsible Government at any period in the future, but the people would have a considerable measure of participation in the conduct of their own affairs. The Legislature will be known as the Council of Governments and will consist of eight officials, 10 ’ elected members and two members nominated by the Governor. who will preside over the council and have a casting vote. He will be able to restrict discussion of defence.
