Spotlight 0n.... M. Litvinoff
M. Litvinoff, who is Russian Commissar of Foreign Affairs, is figuring very prominently in an interchange of Notes between the Soviet and Japan relative to Russian alleged activity in Manchukuo. M. Litvinoff has been a prominent figure in Soviet politics for many years. He is a man of great eloquence and persuasive personality and, his speeches at Geneva and elseiohere have been notable utterances.
