AIR RAID PRECAUTIONS MEMORANDUM

(Received 10 a.m.) , LONDON, March 29. The, anxiously-awaited Government memorandum on air-raid precautions states that ho single comprehensive plan of evacuation is practicable, and civilians should remain.in their homes or offices. In the event of war,, the Government will probably have systems of trenches dug all over public parks. Back garden trenches, Six feet deep, would be among the most effective air-raid shelters. 'Ehe memorandum emphasises that anti-gas preparations are justified from the viewpoint of preventing panic and strengthening public morale. It is assumed that householders and business firms will provide protection for themselves and their , employees, but it is recognised that streets may be crowded and there public shelters will be necessary. A survey of these and other points is expected to take some months.
