THOROUGH WORKS IN PROGRESS UNDER SCHEME 13, WHEREBY 13 THE GOVERNMENT SUBSIDISES WAGES TO THE EXTENT OF £4 PER MAN WEEKLY AND THE LOCAL AUTHORITY FINDS 13/4 PER MAN PER WEEK, MATERIAL. In a letter received by the council last night, the secretary of the Department of Labour noted that the works being carried out by the council would not be completed within the period of four months to which the subsidy was previously limited Approval had now been given, the secretary stated, for the continued employment of 42 men. under the previous authority for a period of nine weeks, until February 1 next. It was also noted that £9OO of the original commitment was still unexpended, and, as this was insufficient to cover the extension, an additional commitment of £612 had accordingly been allocated by the department. The engineer, Mr H. W. Cormack, advised that if the borough were to avail itself of the subsidy to the fullest extent it was estimated that the total cist to the council of existing and future works would be approximately £7OO beyond amounts budgeted for or donated.

Engineer’s Report,

The works committee recommended adoption of the engineer’s report of works proceeding under the scheme, which read as follows: —

The expenditure as at 22/11/37 was approximately as follows: —Ormond Road, £626 subsidy, cost to borough £3BO, total £1006; Kirikiri Road, £299 subsidy, cost to borough £B3, total £382; Kensington Park No. 1, £BIO Subsidy, cost to borough £l5B, total £968, Kensington Park No. 2, £530 subsidy, cost to borough nil, total £530. The total subsidy allotted is £2861. The work on Ormond Road is well in hand and formation work will be completed by Christmas. Previously I was requested to construct a temporary access road on the eastern side of the Waiarohia River to give access to Russell Road, pending the diversion of the stream which is a major work. I However, a further investigation shows that it is possible to obtain on the eastern side of the river an alignment much better than I though, possible at first and work is now in progress on constructing a 20ft. roadway at this portion of the road.

“Other parts of the new formation are 24ft. in width, but owing to the steep side slopes and the proxinsty of Russell Road, I doubt if this width can be obtained where the road is located near to the river. Included in the “cost to the borough” given above is the cost of a concrete pathway in School Lane, given to owners in lieu of compensation.

The Kirikiri Road work is now completed.

Kensington Park

The work at Kensington Park No. 1 is- the demolition of the hillock. To date 4,000 cubic yards have been excavated, approximately 1500 cu. yards of which, is suitable for second-class road metfel. Altogether there are 11,000 civ yards of material in the hill and the Racing Club has donated £2OO for the work, so that to date no charge has been borne by the borough.

The No. 2 job at the park is being carried out by the Whangarei Racing Club, and no cost is borne by the borough.

On all of the works the total cost to the borough is £621. A sum of £350 appears on the estimates for works at Ormond Road, and £3OO has been donated by the RacingClub so that the cost to the borough, beyond amounts budgeted for. is £7l.

However, to complete Ormond Road and Kirikiri Road, metalling will be necessary and this will mean substantial cost to the borough. There is, at present, sufficient metal at Kensington Park to metal Ormond Road with a four-inch consolidated thickness of crushed metal. Providing subsidised labour is available to crush the metal, transport and consolidate, the cost to the borough will bo as follows:—Ormond Road, £485; Kirikiri Road £6O. Extra Cost To Borough, Advice has been received from the Labour Department that Scheme 13 has been extended until the end of January and that a further sum of £6OO has been made available to the borough. If the borough is to avail itself of the subsidy to the fullest extent, considering the nature of the work involved, it is estimated that the total cost to the borough of existing and future works will be approximately £7OO beyond amounts budgeted for or donated. This is apart from metalling works at Ormond Road and Kirikiri Road. This report is presented so that councillors may realise he financial position, as regards Scheme 13. The recommendation was adopted.
