GERMANY’S COLONIAL DEMANDS A firm stand against Germany’s colonial demands was urged by Sir Robert Horne, a former Chancellor of the Exchequer, in a recent speech. The Liberal leader. Sir Archibald Sinclair, had said England at the Ottawa Conference resorted to the policy of preference for the Dominions, and the Empire became a vast economic exclusive unit. This exclusive country of England, Sir Robert pointed out, bought last year £32,000,000 worth of goods from Germany, and Germany only bought from England £21,000,000 worth. Apparently this exclusive country left Germany with a credit balance of £11,000,000 in its favour. This exclusive Empire, rejecting everybody else’s goods, bought £54,000,000 worth of German goods, as against £42,000,000 worth that Germany bought from this exclusive Empire. The picture presented in Germany was of Great Britain as a great fat country having everything it required, and if the rest of the world denied these benefits, and of Germany as a poor starveling denied the colonies she ought to have. Britain did not control the Dominions. In getting foodstuffs and raw materials from the Dominions they had had to pay for them, and Germany could get them in exactly the same way and by exactly the same methods.
