“LET US BE SOLID FOR PEACE ”
ROOSEVELT APPEAL TO AMERICAN STATES
iUnited Press Association.—By Electric Telegra/ph.—Copy right. ] . (Received 10 a.m.) RIO DE JANEIRO, November 28. The President of the United States, Mr Roosevelt, received a tumultuous popular welcome 'todaj r when he addressed the Brazilian Congress at Rio de Janeiro.
“We cannot countenance aggression, from wheresoever 1 it may come,” said Mr Roosevelt. “This is no time to hesitate. .We must be guided by a serene and generous view of our common needs and the solidarity of American States in the cause of peace.
“We must make no threat to other regions or races, and we must honourably adhere to solemn agreements among us to harm no other continents. The more firmly peace is established in this hemisphere, the more closely we live up to the spirit as well as the letter of our agreements, the better will it be for the rest of the world.
“The people of every American republic, and, I am confident, even the people of Canada, wish to lead their own lives free from the desire for conquest or the fear of conquest, and to take council together to encourage the peaceful progress of modern civilisation.”
Canadian Reaction. The Ottawa correspondent of the “New York Times” states that Mr Roosevelt’s speech at Rio- de Janeiro is held to contain an implied invitation to Canada to participate in PanAmerican peace. Mr Mackenzie King received the declaration with considerable favour. He said the speech was striking and momentous. Canadians would heartily endorse Mr Roosevelt’s desire to establish and maintain the peace of the Americas. The encouragement of the peaceful progress of civilisation was not only noble but necessary if civilisation was to be maintained. Any step to ensure the permanence of peace in any part of the world was a contribution to world peace. A co-operative effort to this end could not too widely be extended. Peace, like justice, is mankind’s common concern, only to be maintained by common endeavour, said Mr King.
