SEQUEL TO MURDER OF NATIONALS (Received 11.30 a.m.) SHANGHAI, September 23. : Following two murders and other attacks on Japanese nationals, allegedly by Chinese, in the International Concession, Japan has sent,an ultimatum to. China threatening adequate steps within 12 hours if certain conditions are not fulfilled. The ultimatum adds that marines would occupy emergency defence positions embracing most of Chapei and the whole of Hong Kew, Chapei, scene of the fierce Chino-Japanese conflict in 1932, is Chinese territory. Rear-Admiral Eijaro Kondo, commander of the Japanese naval landing party, later placed marines in position and declared that he would take armed measures to protect Japanese lives.
