MONTREUX CONFERENCE DIFFERENCES
(Received 10 a.m.) MONTREUX, July 9. Shaking a forefinger at the British delegates M. Titulescu CRoumania) testily asked why Britain mutual assistance pacts at Geneva, and opposed them at Montreux. The reason for this outburst was British criticism of the Russian proposal, that the convention should not prevent warships passing through the Straits, in order to fulfil obligations under .the League Covenant, or regional pacts M. Titulescu, declaring he would not accept a scheme which would prevent France assisting Rumania and Russia, departed without awaiting the British reply, owing to a sudden recall to Buachrest, due to a threatened Cabinet crisis there. The matter was referred lo the various governments. The Tokio correspondent of ‘ The Times” says Japan’s position regarding the conference is officially described as follows: (1) Not being a member of the League, Japan wants a formula which wall safeguard her rights, in the event of the League being given authority over the Straits.
(2) Regarding the passage through the Straits by warships. Japan seeks equality with the Russian Black Sea Fleet.
