Russia is.- r J striving to agree with Japan on i I naval limitation, pending which • 1 she cannot, limit the Far East t J Fleet, or supply information re- 1 1 garding it, owing to Japan’s • ■ breach of the Washington Treaty 1 j and her withdrawal from the ■ 1 London Conference. He states [ J that Russia must rebuild her 1 1 fleet owing to the failure of the J 1 conference, and the steady in- ( 1 crease of the naval armaments of J * other Powers. The loss of nearly | J the entire Russian navy in the I 1 Great War necessitates safe- j ■ guarding the Soviet against the 1 ! growing navies of States which J 1 openly proclaipi a struggle j j against Russia.
