(Received 10 a.m.) LONDON, May 23. The annual report of ihe International Labour Organisation is the most outspoken ever issued. It points out that much of the remarkable Increases 'in the output of pig iron and steel and the activity in the chemical, motor car and coal industries in Germany, Japan, Italy, Britain, Czecho-Slovakia and elsewhere is due to rearmament. Therefore, it is sinister that many countries have cut down their imports of materials for normal economic activity. Unemployment has not decreased in France, Holland or Switzerland. Even in Britain and America it exceeds that of the pre-depression level. International trade is still perilously restricted. The greatest obstacle to the restoration of confidence now is not economics, but politics. The fear of war has become almost a panic. The report urges a new economic conference.
