Sir, —While there is dissolution or the international economy, accompanied by political chaos, there cannot be an interchange o£ materials, whether they are raw or manufactured. If nations could be coaxed to work together by mutual dependence, the same as they did prior to the war. they would have a better chance for a very high degree of development now. But. while nationalism holds every corner of the stage, and the science of government is so backward, there does not seem to be any chance of a change. The word “international” appeared in spots some time back, and it now appears to be replaced with the words “collective security.” To expect collective security without first establishing collective welfare would be like going in for a race with no entrance fee, and consequently no prize to run for. The one great problem before the world today is to get established international authority. Nothing important can be done without it.—l am, etc., D. TILLEY. Water Street.
