JAPAN'S MANDATES
FORTIFICATION EXPENDITURE. INQUIRY BY LEAGUE. (Received 10.30 a.m.) LONDON, January 20. The League of Nations Council lias adopted the report of the Mandates Commission, including a request for further particulars from Japan, regarding sums spent on the equipment of forts in the mandated islands. The Geneva correspondent of the British United Press states that no speaker at the council referred to Japan’s withdrawal from the League. This is taken to mean that she will continue to hold mandatory rights after leaving the League,
