EUROPEAN SECURITY
PLAN FOR CENTRAL STATES FRANCO-ITALIAN MOVE. AUSTRIAN INDEPENDENCE. i United Press Association —By Electric Telegraph. — Copyright.] (Received 9 a.m.) LONDON, December 27. The diplomatic correspondent of the “Daily Telegraph’’ states that France and Italy are the prime movers in a proposal to create a new central European security system, to guarantee independence and territorial integrity to Austria through the medium of a six-Power pact. This is to be formed, it is suggested, with the co-operation of Germany, Yugoslavia, Czecho-Slovakia and Hungary. It is expected that a definite move will be made within a fortnight. The first essential is a Franco-Italian accord, to arrange which negotiations have been proceeding. • AWAITING ASSURANCE. BEFORE SIGNING PACT. (Received 10 a.m.) LONDON, December 27. The moment the plebiscite has been concluded to determine the future of the Saar, attention will be directed to the signing of the Franco-Italian pact, but the French Foreign Minister, M. Laval, will not pay his long delayed visit to the Prime Minister of Italy, Signor Mussolini, until he is satisfied that agreement is assured. In the meantime it is hoped that Prince Paul’s new regime in Yugoslavia will create a more favourable atmosphere.
