FINANCIAL STRESS
LEAGUE OF NATIONS. HEAVY DEFAULT IN FEES. BUDGETING/ CRITICISED. (Times Cable.) (Received 9 a.m.) LONDON, September 13. The Geneva correspondent of “The Times” states that- the British and Dominion delegates to the Assembly today severely criticised the budgeting of the League of Nations. Sir Ernest Bennett (Britain) declared "that the League was driven to estimate for unincurrable expenditure and to estimate as revenue contributions it knew were not being paid. This resulted jn a superficial appearance of success. Sir James Parr, New Zealand High Commissioper, also deplored the situation arising from the non-payment of contributions. He urged that measures be taken to deal with the matter.
