A question whether legislation would be introduced for licensing drain layers, providing for a license to cover all the local authorities in the Dominion, was asked by Mr A. S. Richards (Labour. IJoskill) in the House of Representatives yesterday. The Hon. .1. A. Young, Minister of Internal Affairs, replied in the negative. To give effect to the request would mean that the Government would have to set up examination regist rati m boa ids for the Dominion, or else every local body would have to accept the licensed certificate of overv other local authnritv, '
