' Speaking in! the House of Commons today, the Chancellor of the Exchequer, Mr Neville Chamberlain, said that with unemployment moving downwards as at present there was even' prospect .of the Unemployment Insurance Fund showing a substantial surplus after paying debt charges and after the restoration of the economy cuts. Under the provisions of the Uuemployment Bill, the disposal of the sur- ! plus would not be in the hands of the Government, but of a statutory committee. It would be within the power of the committee to recommend, if it thought tit, that there should be a reduction in the'contributions.
