AGREEMENT WITH SOVIET. SEVERAL OTHERS PENDING. (British Official Wireless). (Received 9 a.m.) RUGBY, March 21, Ratifications have been exchanged in Moscoav betAveen. the British Ambassador and the Soviet Commissar of Foreign Affairs of the temporary commercial agreement between Britain and the Soviet Government. The Latvian trade delegation is now negotiating a iicav trade agrees ment with Britain. Trade negotiations witlx Esthonia. are still proceeding in London, and negotiations Avith Poland are expected to be opened 'in London about the middle of April. Negotiations also are in progress Avith Lithuania, Avhose delegation has now returned home to consult its GoA’ernment. It is anticipated that negotiations Avith Uruguay-, will begin next month. i
