PEOPLING THE NORTH. BIG-SCALE DEVELOPMENT. . PART OF EMPIRE PLAN. (Received 0 a.m.) ' . CANBERRA, .Inly 1.4. The Prime Minister, Mr .1. A. Lyons, today announced brief details of a big plan for the development of the Northern Territory in conjunction with the British Government. The object is to populate the area, and at the same time afford protection to the natives. A sub-committee of the Cabinet is attending to the details. At least two chartered companies, one of which is Vesteys, with an immense capital, are prepared to begin development schemes without delay. In retain the Government is to guarantee a substantial tariff, taxation and other concessions for assistance in providing transport facilities. Mr Lyons emphasised that the scheme, which has been endorsed, is to be regarded as part of an Empire development plan, to enable the Australian defences to be strengthened and permit of the maintenance of the White Australia policy.
