LOTTERIES ESTABLISHED

PROWIFDG FOR RCLIFF. ORGANISER FTNFD, (Special to “Northern Advocate.’’) WELL INO TON, Thursday. As a sequel to the Eastbourne Eaeter Carnival, the organiser, Donald Douglas McDonald, was charged at Lower Hutt yesterday with establishing a lottery by which a radio sot was disposed of by a mode of chance, and also with establishing a lottery by which a motor car was similarly disposed of. Pleas of guilty to both charges were entered. The police statement mentioned that the fair was in relief of distress and that the defendant offered his ser- \ ice? as organiser. He suggested lotteries and was to get 10 per cent, of the profits lor bis organising work. Defendant was warned by the police that lotteries were illegal, but can-led on and completed them. It was a case tor substantial penalty because the defendant had carried on after being warned, and had done it, not only for a icliel 1 mid. but also for gain for himself. Counsel lor defendant urged that the ollenee was committed before the decision had been given bv Mr F. Uage, S.M., that the disposal of prizes by a shooting competition was illegal. He also urged that it was impossible to slop the lotteries, which already were well under way when the police intervened. Mr I. B. Mc.Neill, S.M., said that, although he did not want it to go lorth that lie was countenaneing breaches ot the Act, lie was of opinion that, considering the object for which the funds was raised, these lotteries wore on a different footing from the 'one with which Mr Page, S.M., was concerned. He convicted the defendant on both charges and fined him £o for the first and ordered him to pay costs on the second.
