It is • an open secret that the Treasury is of opinion that Britain cannot and should not pay her war debts to .the United States while she is receiving nothing from her debtors. It is recalled that the feeling in Parliament, which was strong against the December payment, remains so against further payment. The Prime Minister, Mr MacDonald, and Mr Baldwin have been in frequent consultation respecting this and other affairs, notably the World’s Economic Conference.
