Following the decision of the three jurists appointed by the League of Nations, that Herr P.ernhein was fpialiiled to present a petition on behalf of tin; dews in Upper Silesia protesting against Germany’s treatment, the Council of the League adopted the report on the matter made by Mr. Lester (Irish Free State), who considered that Germany had ignored the convention of 3922 regarding the treatment of minorities. The Gormans declared that they were not convinced by the jurists’ opinions. They resented the suggestion of the Norwegian, Mr. Lange,' that states bound by minority treaties should inform their officials of the implications of those obligations.
