HERRIOT POLICY UPHELD

Twelve of the .17 new Ministers were members of M. Herriot’s Government.
M. Boncour’s appointment as Min ister of Foreign Affairs ensures the continuity of M. Herriot’s policy. The most remarkable appointment is that of M. Chcron as Minister, of 1 Finance, as the Socialists doubtless" consider him an over-orthodox, but re-’ putedly clever, financier.
M. Boncour sent his affectionate respects to M. Herriot, ‘leader yesterday. and tomorrow,” the implication being that a settlement of the debt question would enable him to return to office.
The new Prime Minister of after .journalistic work, made his name as a lawyer, being one of the most prominent in the country. He entered politics iu 1898, being elected to the chamber and occupying a Ministerial post in 1909, Losing his seat in 1934 he fought in the Great War, rising to the command of a battalion. He was re-eleetcd to the Chamber in 1919, and in 1924 was made a French delegate to the League of Nations, since when, he has played many important roles aU Geneva. He resigned from the Socialist party through its extremism in November last year, also abandoning his post at Geneva. However, he was reappointed under M. Laval early this year. After the fall of M. Tardieu in. June, who had succeeded M. Laval in February, M. Paul Boncour accepted, flic Ministry of War in M. Herriot’s Cabinet. His present Cabinet was formed following upon the overwhelming defeat of M. Herriot over the war : debts payment question, and the subsequent failure of M. Chautemps, a former Preinier, to get together a Cabinet.
M. Paul Boncour is married to a daughter of Menier, the millionaire French chocolate manufacturer, and he himself is said to be very wealthy. He boars a striking resemblance to Robespierre, the revolutionary “Sea-Green Incorruptible,” and of this resemblance he has made a cult.
Of the new Cabinet the following were members of the late Herriot Ministry: M. Georges Leygues, Navy; M. Painleve, Air; M. Chautemps, Interior; M. de Monzie, Education; M. Durand, Commerce; M. Gardey, Agriculture; M. Dalardier, Labour; M. Sarraut, Colonies; M. Queuille Post and Telegraph; and M. Meyer, Merchant Marine.
