The Minister of Health, Sir E. Hilton Young, addressing the British Empire Union, declared that unless the member States pay their contributions the League of Nations may have to severely restrict its activities. Arrears were accumulating at the rate of £1 i)0,000 a year and the League’s working capital was almost exhausted.
