At ten o clock this morning, at Changchun, the Japanese Plenipotentiary, General Muto, and the Premier of Manchukuo, Chen Hsiao-hsu, signed a protocol of mutual respect for sovereignty, territorial integrity, good neighbourliness and peace in the Far East.
