“La Paicnsa,” one of the leading South American newspapers, commenting on President Hoover’s speech, declares that it is time the United States began showing its peaceful attitude in .lets instead of ,words. It adds: ‘‘Remembrance of Nicaragua, constantly under the. vassalage of United States troops of occupation, who exclusively exercise sovereignty, must have been in, the mind of President Hoover when he said: ‘I fear distrust will still exist, among the nations. ’ ”
