ME P. GARDNER RETURNEE. CLOSE VOTE ON LOAN. There was a surprisingly small poll at the Borough by-election yesterday to fill the vacancy caused by the resignation of Mr A. M. Rust. Out of the 3821 on the roll only fill attended the three polling booths, Mr P. Gardner was returned by a majority of fi7. The figures were: — Armstrong. Gardner, Inf. Concurrently with the election of a councillor a poll was taken on the new extension of waterworks loan of £17,400 for the purpose of laying a 12ineh east-iron main from the junction of Cameron and Bank Streets to the Whan Valley reservoir; connecting the present 4-inch mains and laying new 4-ineh mains where necessary; laying 1-inch mains on opposite side of street to 12-inch mains and taking up the present 7-inch mains, reconditioning and relaying in Mill Road and Main's Avenue. A bare majority would have sufficed to carry the proposal, but on the first count it is shown to have been defeated by three votes. The papers are now
