Rykoff, reporting to ,the Congress of Soviets upon foreign relations, claims that the Government is pursuing a policy of peace. Germany was the first nation to appreciate the necessity of extending economic relations to the Soviet Republic, but Britain suffered enormous losses owing to- the rupture of relations. Russian trade with the United 1 States was systematically growing. In the last two years a considerable number of big American engineers were working with Russia, but the stubbornness of the United States in c onnection with the "restoration of normal relations was ridieulous.

He added that the Soviet adopts .a. standpoint of entire non-interference, in the internal relatione of Afghanistan and concluded: “The presence of. aggressive tendencies against the Soviet on the part of certain powers, makes it impossible to forget the necessity of strengthening the defence of • the country.”
