“Embezzlers should be shot/' said Tomsky when addressing the Trades Union Congress t'rom which Kroll was expelled.
Tomsky painted a gloomy picture of the conditions in Trades Union circles, especially among the higher officials. Financial abuses would shortly be the greatest sore in the trade union body. During the Semester they discovered embezzlement of £51,000 of trade union moneys. Over ‘!0 per cent, of the offenders were Communists, chiefly trade union presidents, font the illegal appropriations had affected every union atid factory committee and the pension funds of clubs.
