NOMINEE YET UNANNOUNCED. (Received 12.35 p.m.) LONDON, November 8. It is understood that the only reason of delay in the appointment of a chairman of the Pacific Cable Board is that the board is awaiting Canada's approval of a nominee whose name has not been divulged, but it is not Col, C, E.
