BRIAND TRIES AGAIN, (Received 1 p.m.) PARIS, . June 20. , M. Harriot's failure to form a Cabinet was due to the inability of members of the intended Cabinet to agree in regards to the financial policy. After informing M. Doumergue of his inability to form a Cabinet, M. j Herriot declared that he had formed a plan for financial rehabilitation, permitting simplification of the system of taxation and reduction of excessive taxes, but setting aside for a. sinking fund exceptional resources of inherited or acquired wealth. He conferred all night long successively with members of the prospective Cabinet, following : upon several refusals of portfolios, and finally gave up the task. M. Briand has agreed to form a. Cabinet.—Reuter.
