RELATIONS WITH RUSSIA. INTERESTS, GUARANTEE FIRST. (Received 11.30 a.m.) LONDON, July 12. The Brussels correspondent of the "Times" says that the rumours of an early resumption of Russian and Belgian diplomatic relations are dissipated by M. Van der Velde, Foreign Minister, who is returning from Paris, where he conversed with M. Krassin. He stated that M. Jvrassin keenly desired the resumption, Avhich he suggested should precede examination of the present difficulties. M. Van der Velde dirf-cnted and told him that before relations could be resumed Belgiufti's Russian interests must first be guaranteed. —Times.
