(Received P."O a.m.) LONDON, July 10. l'r. the House of Common?, during a' delate on the India Office vote, Earl Winterton, Under-Secretary for -India, paid there was ar< impression that Lor# Birlienhead in the House of Lords had invited proposals fcr a new constitution. This was r.ot quite accurate. There would havo to be a revision of the Indian constitution in due course, and if proposals carrying a reasonable measure of agreement among the people of India were put forward 'they would be carefully considered, but it mirSt be clear tluit Lord Birkenhead was not referring to any specific proposal. Mr Ramsay M.vUonald said that impression had been created everywhere by Lord Birkenhead! 's words. He asked if the Government were prepared to examine the scheme s immediately.—A. and N.Z.
