He said iiis inquiries Lad made it clear that if the Treasury prepared its accounts in the way honourable business men would no. surplus could bo shown. Various statements had been made that the Fuller Government was le'iv ing behind a surplus of £500,000. Any business could show a surplus if jit omitted from its accounts sufficient liabilities.
