VITAL STIPULATION

LEAGUE MEMBERSHIP SECURITY PACT PRELIMINARY. I BELGIAN INCLUSION REQUIRED. (Received 10.4:j a.m.) LONDON, June 18. A White Puper has been issued containing the French reply to the German Security Pact proposals, j It welcomes the German step, but I points out that it is important to I know the views of the German Govern- [ ment on certain questions, because prci liminary agreement concerning them J appears necessary as a basis of futuro | negotiation. j It emphasises that agreement is only ! conceivable if Germany enters the j League of Nations. Moreover, the ; search .for guarantees for security eanJ not involve any modification of peace ] treaties. i The 'oply, referring to the suggested J pact betAveen the Powers interested in the Rhine zone, says that those States must clearly include Belgium, which lias not been mentioned. ! In -oferenee to the suggested arbi- ! trntion treaty guaranteeing a peaceful I settlement of judicial and political j conflicts, the reply says that as between France f.nd Germany such a treaty ought to apply to all disputes and not leave room for coercive action, unless specially provided for, similar to the Belgia?i and German treaty. It is also necessary that observance j of theje treaties should be assured by ■ the guarantee of the Powers participating in the Rhineland Pact, so as | to bring the guarantee into immediate j operation if one party refused to submit a dispute to arbitration or carried out an arbitral award and resorted to hostile measures. The ""eply adds that France will welcome the co-opcTation of the United States and Avill be glad to receive a German reply which will permit the opening of negotiations with the object cf concluding agreements constituting neAV and effective guarantees of peace. 1 Mr Baldwin, in the House of Commons, announced that the debate on the Security Pact would be taken on the Foreign Office Estimates next Wednesday.—Renter. RESERVED ATTITUDE. STRESEMANN OBJECTION. (Received 10.50 a.m.) BERLIN, June 18. It is stated that it is not likely that, any decision regarding the Pact Note will be come to for some weeks. Official circles are reserved, but regard it as generally most satisfactory, 1 though Herr Stresemanu is knoAvn to entertain certain objections to the terms of the proviso Avhich lays doAvn that Germany must become a member of the L'cngue of Nations before the Security Pact conies into force. — Renter. REJECTION ADVOCATED. NATIONALIST VIEWPOINT. (Received 12.30 p.m.) BERLIN, June 19. The Nationalist newspapers advocate rejection of the French Note. They especially criticise France's claim to arbitrate in the event of a Ger-man-Polish conflict, while the unconditional entry of Germany into the j League of Nations is strongly objected to, as it is stated that it is impossible for Germany to give the League the right to send troops across Germany against another nation. The Catholic organ "Germania" ex presses the opinion that Germany and France will agree in principle. i The "Vorwaerts" considers that j the French reply has advanced the i discussion. Herr Stresemann's organ, the "Diszct," sees in the Teply a possibility of negotiations with France. — Router.
