Argentina, the South American republic, is making a bold bixl for the title of the most exclusive country in "Mio world. Stringent as the present immigration regulations are, they were to be stiffened on .January 1 by a clause which lays down that, in addition to the thumb print required at present, those entering the country must have a complete set of finger prints taken at the Argentine Consulate in London. The authorities are strictly impartial in regard to the Application 'of the regulations, nvhich apply, it is stated, to merchant princes, wenltihy travellers, and the poorest immigrant. In addition to the finger prints, all passengers for T'uenos Aires require a police certificate that they .have never "been proceeded against for offences against public order during the last five years. Tliev must also have a cmedic-al certificate that they have not sniftered mental derangement, and this must- ibc signed liv a doctor and countersigned and sealed by the police. Tihey must provide, too, a minute description of themselves. These rules aj ply to all crews of ships who land.
