The United Press Agency's Tokio representative has been informed by officials that the Japanese Government has instructed Viscount Kato to stand firm on the 70 .per cent, ratio of naval armaments, regardless of consequences. High officials dcclare that Japan will not divide on this vital point, even if it breaks up the conference.
The correspondent thinks, however, that this is an extreme official view. The Press continues to refl'ecf the strong popular demand for a compromise parley.
Mr Chris tension, who was a -candidate foi the Presidency at tlic last election, interviewed M. Lenin for the United Press Agency. Cabling from Riga Mr Chrisitenson quotes M. Lenin as predicting a war between the United States and Japan and admitting that the Soviet Communistic programme had gone right to the bottom.
M Lenin eagerly questioned the interviewer regarding the possibility of fin American-Japanese war. On Mr Christcnson stating that Japan and America were friends and that war was unlikely, M. Lenin insisted 'that the capitalists would force n war, eventually, declaring: "It is brewing now." —
