IN NAVAL DISCUSSIONS.
CONFERENCE MOVING AHEAD,

WASHINGTON, Nov. 30,
British authoritative circles declared that the discusison on naval ratios is proceeding satisfactorily. Some announcement may be expected next week, though not before Wednesday. The course of procedure which the committee indicated will be settlement of the tonnage ratio, then the submarine question, then the naval holiday.
Mr Balfour, Sir Eric Goddes and Lord Lee go to New York on Saturday to attend important functions. This will not interfere with the work of the committees. It is also intimated to-day that the British delegates regard the progress of the deliberations concerning China optimistically. Everybody is satisfied, including the Chinese.
