Baron Iviato, addressing an Opposition party meeting a't Osaka, blamed ■. the Japanese Government for <the developments arising out of the Yap mandate. He .declared thait Japan should have obtained the .American ' viewpoint at Paris before a final decision was reached by the Supreme Council.
