AT LONDON CONFERENCE. The German delegation that recently- visited London to discuss reparations wi'li the Allies comprised a number of the most prominent men of the present day in Germany. Dr. Simons, the Foreign Minister, and leader of the German delegation, is by profession a lawyer. He lias spent most of his life in administration. He was formerly a State advoeatc and judge in industrial Westphalia, and in |lis spare time specialised in the rights of civilian property in war. He was author of the plan for the Gorlice-Tar-now break-through and hi.-s war services to his country both in Germany -and in tho Near East were many and distinguished, With him arc General Lieutenant-Colonel Micliclis, Major Alarheine, and Captain von GoMhammiT and the navy is represented on his staff bv Admiral Reimann.
