I recognise that the following works are entitled to precedence: (1) The permanent surfacing of main roads. (2) The provision of a cattle route. (3) The construction of a fullwidth concrete bridge in Water 'Street.. With regard to the first item this improvement should be made if Borough finances will possibly admit of it, as protection of the surface is necessary to ensure the benefit of past expenditure on the roads.

The Cattle Route and Water St. Bridge are both urgent matters, b(it , the advisability of undertaking the work at present is doubtful, on aci count of the state of the financial and labour markets, and price of mate- . rials.
