TOKTO, Dec. 18. The Navy Department, in view of repeated charges that Japan is fortifying mandated islands and ill-treating" the natives, has notified foreign correspondents that the first throe applying will be allowed to accompany a steamer leaving in the middle of January for «, two months' cruise through the islaad?, touching at a number of the principal places. r The authorities declare that :hey are living up to every mandate requirement and resent American and Australian allegations to the contrary. —R.
