For the purpose of erecting workers' dwellings or. advancing, money to ti worker to enable him to erect-a worker's dwelling on any land of which he is the; owner or to a«qudre land and erect a worker's dwelling thereon the Whangareli Borough Council hereby authorises !the raising of a loan of £10,000 at a rate not exceeding £5 h per centum per annum for a period of 36i years and declares that the cost of raising the said loan and (the first year's interest on the loan shall be payable out of the moneys so raised.
