Uproarious scenes occurred at the Independent Socialist Congress rJ. Halle during an address by Mr. ZinoviefF, the Soviet Government's emissary, who announced that the Soviet was prepared to negotiate with German comrades and was able and willing financially to support the German, proletaniat. M. Zinovieff predicted that it would require a generation to accomplish universal communism, which would entail the mobilisation of ihe Asiatic nations, who must b e freed from religious traditions, after which a iholy war must be waged on capitalism.
