WHY CLEMENCEAU FAILED.

It, is announced that M. Millerand, formerly Premier and Minister of War, has formed a new Cabinet. —A. aud N.Z. LONDON, Jan. 20. The London "Daily Telegraph's" correspondent in Paris is of opinion that Olenienccau's defeat is due to the popular objection to the whole of the foreign financial policy pursued by the French Government since the armistice. Clenieneeaii had against hi:n the whole of the influence exerted by M. Poincare, General Foeh, and General Retain, the High Command, the Catholic leaders, the Socialists, and advanced Radicals. Moreover, his entourage has alienated many sympathisers. —A. and N.Z.
